The opium trade can never coexist with the National Government empowered by the people. There is no public opinion in China that does not oppose opium; whoever advocates the legalisation of the opium trade, or shows submission to its evil influence, is a public enemy. The war against opium must admit of no compromise; any responsible government organ that tolerates opium for its own convenience, whether for long or short, commits an act of treason. To achieve the prohibition of opium, the National Government must adopt a unified national plan; yet before the warlords are overthrown and a civil government unifies the nation, anti-opium organisations must persevere in struggle, never give up, and maintain an unwavering policy of total non-submission.
